第十四届华人公共管理学者研讨会组委会现面向全球公开征集学术论文,会议主题为“以对话精神,搭建亚洲与世界的沟通桥梁”。本届会议由浙江大学公共管理学院承办,旨在推动公共管理与公共事务领域跨边界学术交流与合作—跨越理论与实践、学科与文化、代际学者之间的壁垒。
一、会议主题与征文范围
当前时代面临复杂多元的治理挑战,公共管理在促进合作、包容与相互理解中发挥着关键作用。会议诚邀探索跨领域、跨区域沟通协作的新思路与新路径的学术成果。征文选题包括但不限于以下方向:
- 亚洲公共管理理论与实践
- 全球视野与比较视角下的公共管理
- 可持续发展、环境政策与气候治理
- 公共管理、决策与新兴技术
- 数字时代的政府责任、伦理与法治
- 协同治理与包容性治理
- 公共财政、预算与财政可持续性
- 灾害管理与韧性治理
- 公共管理与公共政策其他相关议题
二、征文要求与语言
提交内容须为原创学术成果。论文提案以英文撰写,篇幅为500–1000词,参照Public Administration Review格式。提案须包含:
- 论文题目、所属选题方向、关键词、主要研究内容、研究方法、主要参考文献
- 全体作者姓名、单位、职务、电子邮箱、联系电话(注明报告人)

四、评审与录用
组委会将组织专家对所有投稿进行双盲评审,根据学术相关性与质量择优录用。录用论文作者将受邀参会并做学术报告。

The 14thChinese Public Administration Scholars Conference

The organizing committee of the 14th Chinese Public Administration Scholars Conference cordially invites proposals for papers and panels under the theme “Bridge-Building in a Spirit of Dialogue.” This year’s conference, hosted by the School of Public Affairs, Zhejiang University, seeks to promote scholarly exchange and collaboration across boundaries - between theory and practice, disciplines and cultures, and generations of scholars in public administration and affairs.
I. Theme and Scope
In an era of complex governance challenges, public administration plays a vital role in fostering cooperation, inclusivity, and mutual understanding. The conference encourages contributions that explore new ways of building bridges. Proposals should fall within, but are not limited to, the following topic tracks:
1.Public Administration Theory and Practices in Asia
2.Public Administration in Global and Comparative Perspectives
3.Sustainability, Environmental Policy, and Climate Governance
4.Public Administration, Decision Making, and Emerging Technologies
5.Government Accountability, Ethics, and Law in the Digital Era
6.Collaborative and Inclusive Governance
7.Public Finance, Budgeting, and Fiscal Sustainability
8.Disaster Management and Resilient Governance
9.Other Topics in Public Administration and Policy
II. Proposal Requirements and Language
Submitted proposal must be original academic work. The proposal should be written inEnglish, with a length of 500 to 1,000 words, following the formatting style of Public Administration Review. Proposals must include the following:
Title of proposed paper, related conference track, keywords, main research content, research methods, and main references
The list of all co-authors’ names, institutional affiliation and title, email address, and contact number (indicate presenting author)

IV. Proposal Review and Selection
The Organizing Committee will arrange for experts to conduct a double-blind review of all submissions and will select proposals for acceptance based on academic relevance and quality. Authors of accepted proposals will be invited to participate in the conference and present their research for scholarly exchange.
