Xia Shuzhang, a distinguished scholar in public administration and political science, stands as a spiritual beacon for the School of Government of Sun Yat-sen University. Prof. Xia has unwaveringly aspired to contribute to academic prosperity and cultivation of generations of talents, both of which are rooted in education.

In 2014, thanks to generous alumni and enthusiastic members of the society inspired by Prof. Xia's moral integrity and educational vision, the Xia Shuzhang Education Development Fund was successfully set up. Over a decade, the fund has been flourishing, serving as a testament of Prof. Xia's profound contributions to learning and education, while also empowering the school to reach excellence in governance.

Since its inception, the fund has increasingly highlighted Prof. Xia's reputation in the two major disciplines of public administration and political science nationwide. Under his name, a series of significant awards have been instituted nationwide, greatly enhancing the academic influence of the school.

In recent years, with the concerted efforts and strong support of all faculty and students, retired colleagues, alumni both at home and abroad, and friends from all walks of life, the school's disciplinary construction has reached new heights. Public administration ranks among Chinese frontier disciplines, while political science is making strides towards a discipline that enjoys a broader platform.

Significant progress has been made in the internationalization of knowledge production, academic standards, and platforms for both disciplines. The MPA program has attained the highest level of international accreditation, further enhancing the quality of international cooperation in talent cultivation. The internal governance of the school has been advancing with times to nurture new momentum for the future growth of the disciplines.

The current academic landscape is like a sea where numerous sails are unfurled and myriad boats vie for position. In waves of digitization, the talent cultivation and disciplinary development calls for an imperative transformation. In response, the burgeoning School of Governance endeavors to rally support and pool resources to foster good governance under these challenging circumstances. At the time of Sun Yat-sen University's centenary, we sincerely invite alumni and esteemed members of society to join hands with us in carrying forward the cause of "Shuzhang Zhizhi".

Under the auspices of the Xia Shuzhang Education Development Fund, we prepare to establish the "Shuzhang Zhizhi" donation projects. We believe that the continuous growth of the Xia Shuzhang Education Development Fund will bear witness to our shared vision—igniting the flame of learning to propel the school towards its vision of academic and governance excellence.

Tax Exemption Policies

Corporate Donations

According to Article 9 of the Enterprise Income Tax Law of the People's Republic of China, corporate donations for public welfare expenses are deductible from the part within 12% of the annual profit, and the excess part can be carried forward for deduction within three years when calculating the taxable income.

Individual Donations

According to Article 6 of the Individual Income Tax Law of the People's Republic of China, individuals who donate to charitable causes such as education, poverty alleviation, and disaster relief can deduct up to 30% of their declared taxable income; donations to public welfare and charity causes as stipulated by the State Council are fully deductible.
