“公共政策研究前沿：过程、分析与方法”国际研讨会通知

在快速变革与高度不确定的时代，公共政策研究正面临前所未有的挑战和机遇。为共同深入探讨技术驱动下的公共政策过程创新、政策分析方法的前沿进展，以及如何运用新兴技术提升政策制定和执行的科学性、有效性和可持续性，中山大学政治与公共事务管理学院、中山大学中国公共管理研究中心联合留美公共政策学会（CPSG）, 将于2025年7月9日-11日在中国广州举办“公共政策研究前沿：过程、分析与方法”国际研讨会。

In an era marked by rapid transformation and growing uncertainty, public policy research is encountering both unprecedented challenges and promising opportunities. To foster in-depth dialogue on technology-driven innovations in the policy process, cutting-edge advancements in policy analysis methodologies, and the use of emerging technologies to improve the scientific rigor, effectiveness, and sustainability of policy design and implementation, the School of Government and the Center for Chinese Public Administration Research at Sun Yat-sen University, in collaboration with the Chinese Policy Scholars Group (CPSG), will co-host the International Symposium on Frontiers of Public Policy Research: Process, Analysis, and Methods. The symposium will be held in Guangzhou, China, from July 9 to 11, 2025.

参会论文需为尚未在国内外公开发表的原创学术论文。论文摘要以Word文档提交，以电子邮件发会议邮箱：ccpar@mail.sysu.edu.cn。备用邮箱：sysufppr@163.com。请用中文或英文写作，篇幅不超过两页，主要包括：
Papers must be original and not previously published. Abstracts should be submitted as Word documents via email to the primary conference email address: ccpar@mail.sysu.edu.cn, with a backup address at sysufppr@163.com. Abstracts may be written in either Chinese or English and should not exceed two pages in length. Please include the following information:

1.标题、摘要和关键词

中山大学政治与公共事务管理学院的学科渊源可上溯至1905年的广东法政学堂。历经新中国成立后的院系与学科调整，政治学与行政学系于1988年得以复建。2001年9月30日，政治与公共事务管理学院正式成立。百余年法政学科，文脉悠悠；数十载学科重振，生机勃勃。基于“善政天下、良治中国”的立院宗旨，学院形成了以政治学和公共管理学两大一级学科合力支撑学院发展的基本格局。其中，公共管理学位居全国引领性学科之列，政治学理论为广东省重点学科。依托学院成立的中山大学中国公共管理研究中心是教育部人文社会科学重点研究基地。近年来，学院不断优化内部治理结构，推动高水平国际化办学，促进学科交叉与政产学研协同，学科高质量发展取得积极进展。

The school’s origins can be traced to the Guangdong College of Law and Politics, which was established in 1905. The Department of Political Science and Public Administration was revived and reestablished in 1988. The school was formally established on September 30, 2001. The school’s academic mission, articulated as “Good Governance for China and the World,” integrates political science and public administration as dual first-tier disciplines. Public administration is recognized as a nationally leading discipline, while political theory holds provincial key discipline status in Guangdong. The school’s role as the host of the Ministry of Education Key Research Institute of Humanities and Social Sciences in Universities—the Center for Chinese Public Administration Research, Sun Yat-sen University— has contributed to the advancement of high-level internationalization, interdisciplinary collaboration, and industry-academia partnerships. These efforts have been instrumental in promoting continuous progress in disciplinary excellence.

中山大学中国公共管理研究中心（原中山大学行政管理研究中心，简称中心）于2000年12月25日成立。经过20多年发展，中心在科学研究、学术交流、社会服务等方面都取得了优异成就，成为国内公共管理学科研究的重要引领者、国际公共管理交流的发起者和积极参与者。在教育部组织的历次评估中，中心屡获佳绩。2016年和2021年，中心在教育部高校人文社会科学重点研究基地测评中均荣获优秀。中心已逐步成为中国公共管理学科发展和决策咨询的旗舰机构。

The Center for Chinese Public Administration Research (formerly the Center for Administrative Governance Research) at Sun Yat-sen University was established on December 25, 2000. Over the course of two decades, it has evolved into a flagship institution driving China's public administration discipline. The center has been recognized as a national leader in academic research and international collaboration, and it has consistently achieved top ratings in evaluations by the Ministry of Education. In particular, the Key Research Institute of Humanities and Social Sciences in Universities received “excellent” recognition in 2016 and 2021. The Center functions as both an intellectual trailblazer, shaping domestic scholarship, and an engaged global partner in public governance dialogues.

留美公共政策学会（CPSG）
Chinese Policy Scholars Group (CPSG)

留美公共政策学会是由一群定期参加美国公共政策分析与管理学会（APPAM）的中国学者创始。作为一个政策研究团体，CPSG旨在成为中美政策研究人员和实践者之间的桥梁，提供一个学术和专业对话的平台，并为中国政策学者和对中国政策感兴趣的非中国学者形成一个活跃、包容的研究团体。

The Chinese Policy Scholars Group (CPSG) was founded by Chinese scholars who are actively engaged in the Association for Public Policy Analysis and Management (APPAM). The CPSG functions as a policy research network that serves as a conduit between academics and practitioners in China and the United States. It provides a platform for scholarly and professional exchanges, while fostering an inclusive community for Chinese policy researchers and international scholars committed to advancing policy studies on China.
