Back to The Essence of Public Administration

Since the founding of public administration as a discipline, scholars have been striving to develop original theories and provide insights to improve practice. Unfortunately, both missions have not been well established. Although it is commonly accepted that public administration has become theoretically more interdisciplinary and methodologically more rigorous in response to the increasingly complex governing context, compared with other disciplines, public administration has achieved very limited success in building theories or promoting better practices. As a matter of fact, due to the prevalence of public management and public policy, legitimacy of public administration once again challenges the study of public administration.
In order to respond to this concern and support public administration’s engagement in cross-interdisciplinary research, it is essential to rethink the essence of public administration. Without a clear vision, the study of public administration will not able to make unique contributions to the development of knowledge in promoting good governance and a better society.
This international conference calls for an introspection of public administration scholars on the fundamental concerns in both theory development and methodological innovation. And, instead of focusing on cutting-edge policy issues, this conference aims to discuss he challenges rooted in the traditional pillars of public administration: organizational behaviour, human resource management, public budgeting and financial management, and administrative laws, and non-governmental organizations under the turbulence of the global governing environment and the development of new technology.
Both individual paper proposals and panel proposals are welcome. The panel for this conference are as follows:

- Development of Public Administration Theory
- Innovation of Research Methodology
- Organizational Design and Behaviour
- Human Resource Management
- Public Budgeting and Financial Management
- Administrative Law
- New Technology and Public Administration
- Non-governmental Organizations
Proposals should be submitted by 31 July 2018 to Professor Meili NIU (email@example.com), and also copied to Miss. Yue QIN (PAEssence2018@163.com). Individual paper proposals should be no more than one page and include the paper’s title, author name(s) and institutional affiliations, contact details, and a brief description of paper. Panel proposals (3-4 papers) should be no more than three pages and include the panel’s title, the name of the panel chair and authors, institutional affiliations, and a short description of each of the panel papers.
Selections of papers for the workshop will be decided by 15 August 2018 and final papers will be required to be submitted by 30 November 2018.
No conference registration fee will be charged. Sun Yat-sen University will provide presenters with meals during the conference. Participants are responsible for their own travel cost.
