第七届“21世纪的公共管理:机遇与挑战”国际学术研讨会征文通知

        随着世界经济发展放缓,社会利益更加多元化,加之新技术不断涌现,政府治理面临更为严峻的挑战。一方面,由于经济不景气,公共财政面临持续增长的压力;另一方面,公众对社会公平的呼声日益增强,医疗、养老、教育、住房等社会福利问题急需解决。面对日益复杂的外部环境,如何提升治理能力以回应管理实践带来的挑战,是各国政府面临的共同问题,也是公共管理学科研究的重要议题。在推进治理能力现代化的过程中,政府如何推动行政改革、创新公务员制度、完善公共部门的绩效评估、提高公共服务提供能力、加强问责和对腐败的治理,如何应对新技术革命所带来的机遇与挑战、如何在经济不景气的情况下,在维持财政可持续的同时不断提高治理水平,等等都是提升公共治理能力的重要内容。

        为回应上述问题,集结海内外学者分享不同国家和地区的宝贵经验,探讨新时期公共治理所面临的挑战和应对策略,澳门特别行政区政府行政公职局、中山大学中国公共管理研究中心、澳门大学、澳门基金会拟于2016年10月27-28日联合举办第七届“21世纪的公共管理:机遇与挑战”国际学术研讨会。

        作为公共管理学界全球学人的一次重要聚会,会议现在世界范围内征集论文。大会诚邀海内外从事公共治理研究的学者和实践者开展及时、高质量的对话,建构多视角、跨学科、持续性的交流平台;分享研究成果与治理经验,共同探讨完善公共治理的途径;同时,关注澳门发展,让更多公共管理实践者、研究者了解澳门、研究澳门(会议专门设有“澳门论坛”)

二、会议论文提交方式

        参加会议者请提交500字以内的论文提要,在2016年4月1日前将提要用电子邮件提交至会议筹备组。入选论文通过匿名评审确定,名单确定后将于2016年4月15日前向作者发出正式邀请函,每篇论文邀请1名作者。论文全文请以电子邮件形式提交给会议筹备组,截止日期:2016年8月15日。

        论文全文的语言可为中文或英文(Word文档),需包括:(1)首页:标题(中英文)、作者姓名(中英文)、工作单位(中英文)、职称及职务(中英文)、联系方式包括电话和邮箱等,左上端请注明“‘21世纪的公共管理:机遇与挑战’国际学术研讨会论文”字样;(2)次页:中英文摘要和关键词;(3)正文;(4)参考文献。

        会议论文集出版将再次通过匿名评审确定收录论文。与会者论文默认进入会议论文集出版评审程序。

        与会者差旅费自理,餐饮与住宿费由主办方承担。

The 7th International Conference on

Public Administration in the 21st Century: Opportunities and Challenges

CALL FOR PAPERS

Slowing economic growth and diversified social interests along with the continuous emergence of advanced technologies have brought challenges to governments around the world. Global economic recession has put governments under great financial pressure. Due to the growing calls for social equity, social welfare issues such as medical care, pension protection, quality education and affordable housing problems are increasingly prominent and need to be solved.

In the face of such a complicated environment, developing the governance capacity to cope with these challenges are the common concerns among governments and public administration scholars throughout the world. In the course of the modernization of governing capability, major efforts should be employed to: promote administrative reforms, innovate within the civil service system, improve public sector performance evaluation, develop the capacity of public service delivery,  strengthen accountability and anti-corruption programs, respond effectively to the challenges and opportunities brought by the New Technological Revolution and  balance the need for fiscal sustainability and better governance.

The 7th International Conference on Public Administration in the 21st Century: Opportunities and Challenges will feature presentations and panel discussions about these important issues. Jointly hosted by the Public Administration and Civil Service Bureau of the Macau Special Administrative Region, the Center for Chinese Public Administration Research at Sun Yat-sen University, the University of Macau and the Macau Foundation, the Conference will be held in Macau on October 27-28,2016.

The conference serves as a multi-perspective, cross-discipline and continuous forum for researchers and practitioners from academia and government to present, discuss, and exchange ideas that address real-world issues in public administration. As an important event for global scholars of public administration, the conference aims to:

  • organize prompt and qualified dialogues focusing on major issues of public governance;
  • invite both domestic and international scholars to discuss the difficulties and challenges of public governance and explore the approaches for improving public governance;
  • strengthen academic exchanges and collaborations among domestic and overseas scholars and promote the development of public governance research; and,
  • encourage scholars to study Macau as an international city and attract more public administration practitioners and researchers to study Macau governance issues.

We look forward to receiving papers from scholars and researchers who are concerned about new challenges in public administration.

DEADLINES FOR ABSTRACTS AND PAPERS

Abstracts (no more than 500 words in English) for all papers should be sent as an email attachment to macauconference16@163.com no later than April 1, 2016. After an anonymous evaluation, the official invitation will be sent to the authors whose abstracts are accepted no later than April 15, 2016.

Full papers must be sent as an email attachment to macauconference16@163.com no later than August 15, 2016.

The attachment must be in doc (MS Word) format, including the following:

1.The first page: paper title, author name(s), title and position, contact email address and phone numbers with the top left space indicating the conference name: “Public Management in the 21st Century: Opportunities and Challenges”;

2. The second page: abstract and key words;

3. Main body;

4. References.

 

PUBLICATION

All accepted papers will be peer reviewed for possible publication. Outstanding conference papers will be published in a top journal. All papers will be peer reviewed for publication in the conference proceedings.

 

REGISTRATION AND ACCOMMODATION

There is no registration fee. The conference organizers will provide presenters from outside Macau with accommodation and meals during the conference.
