讲座主题：Local Government Innovation: Risks, Rewards, and Accountability 讲座嘉宾: Professor Kurt Thurmaier （美国北伊利诺伊大学行政管理学系主任）时 间：2015年9月22日（周二） 14：30-16：30 地 点：东校区北学院楼D309 主办单位：中山大学政治与公共事务管理学院 讲座嘉宾简介： Professor Thurmaier received his B.A. and M.P.P.A. from the University of Wisconsin-Madison and his Ph.D. from the Maxwell School, Syracuse University. He held assistant and associate professor positions at the University of Kansas before becoming MPA director at Iowa State University, 2002-2005. His research and teaching interests include budgetary decision-making at the local and state levels in the U.S. and other countries, comparative public administration (especially fiscal decentralization), intergovernmental relations, and e-government. His most recent work has focused on city-county consolidations and inter-local agreements among cities and counties, as well as financing state and local e-government. He has served as a consultant and researcher with ICMA, HIID, and several US local governments. He is a lifetime member of the American Society for Public Administration (ASPA), and has served as chair of the Association for Budgeting and Financial Management (ABFM). He presently serves on the editorial board of Public Administration Review. His research interests are: Public Budgeting, Comparative Public Administration, Intergovernmental Relations, Public Finance, Research Methods, etc. 讲座简介： This research is converging on two important and related questions: How do we protect and improve democratic accountability in a governance environment? How do public service organizations reward risks and maintain accountability? The presentation attempts to integrate three lines of recent inquiry about alternative service delivery, public governance networks, and democratic accountability through budgets and budgeting.
